Payroll Parking in Indonesia: How It Works, What It Costs and When to Use It

what is payroll parking

Payroll parking in Indonesia means employing your people through an Indonesian company that acts as their Employer of Record (EOR) while they work for you day to day. The EOR signs the employment agreement in Bahasa Indonesia, registers each person with BPJS Kesehatan and BPJS Ketenagakerjaan, withholds and files PPh 21 income tax, pays the religious holiday allowance (THR) on time and carries the termination obligations under the Job Creation Law and PP 35/2021. You direct the work, set the targets and manage performance.

The model matters more in Indonesia than almost anywhere else in the region because the alternative is expensive. A foreign-owned company (PT PMA) must present an investment plan above IDR 10 billion per business line and location and, under BKPM Regulation 5/2025, inject at least IDR 2.5 billion of paid-up capital that stays locked for twelve months. Payroll parking lets you hire, sell and learn the market before you commit that capital, and it suits companies that will never need an entity at all.

What payroll parking covers in Indonesia

  • An employment agreement that is correctly classified as fixed-term (PKWT, up to five years in total, with a compensation payment of roughly one month’s pay per year of service at its end) or permanent (PKWTT, with up to three months’ probation), in Bahasa Indonesia with an English version
  • Registration with BPJS Kesehatan (employer 4% on salary capped at IDR 12 million, employee 1%) and BPJS Ketenagakerjaan (old-age JHT 3.7%, pension JP 2%, work accident JKK 0.24% to 1.74% by risk class, death JKM 0.3%, job-loss JKP 0.36% from the employer; JHT 2% and JP 1% from the employee)
  • Monthly PPh 21 withholding under the TER average effective rate tables, the December annual true-up, and the 1721-A1 slip for each employee
  • Compliance with the provincial and city minimum wages, including the 2026 DKI Jakarta UMP of IDR 5,729,876 and the higher UMK rates in regencies such as Bekasi and Karawang
  • THR of one month’s salary paid at least seven days before the employee’s religious holiday, where late payment attracts a 5% penalty
  • Overtime at 1.5 times for the first hour and 2 times thereafter on working days, with higher multiples on rest days and public holidays, on a 40-hour week
  • Leave of 12 days after a year of service, plus national holidays and the annual joint leave (cuti bersama) days
  • Termination handled to PP 35/2021, including severance, long-service pay and compensation of rights, which for a permanent employee can reach nine months’ severance plus additional entitlements

How the arrangement is set up

  1. Scope and agreement. Roles, salaries, allowances (transport, meals and communications are customary), location and reporting lines are agreed in a service agreement with fees and responsibilities.
  2. Onboarding. The EOR collects the employee’s KTP, NPWP tax number, BPJS numbers or registers new ones, and bank details, and issues the agreement, correctly classified as PKWT or PKWTT.
  3. Monthly cycle. You confirm variable pay, overtime and leave by a cut-off. The EOR pays salaries, remits BPJS to both agencies and PPh 21 to the tax office, and invoices you once.
  4. Annual events. THR before Idul Fitri or the relevant holiday, the December PPh 21 true-up (which employees should be warned can produce a larger final deduction), the 1721-A1 slips, and minimum wage adjustments each January.
  5. Exit or transfer. When your PT PMA is licensed through OSS, staff transfer with service continuity; if a role ends, the EOR manages the termination process and calculations.

What payroll parking costs in Indonesia

Fees are usually a monthly amount per employee or a percentage of gross salary, with salary and statutory costs passed through. Statutory employer costs run roughly 10% to 12% of salary across BPJS, plus THR equivalent to one twelfth of annual salary, so budget about 20% on top of gross before the EOR fee. Set against that is the PT PMA route: the IDR 10 billion investment commitment, IDR 2.5 billion paid-up capital, notary and licensing fees, a local finance and HR function and management time. For teams under fifteen to twenty people, parking is usually far cheaper and very much faster.

When payroll parking is the right answer in Indonesia

  • Proving the market first. Hire the country lead and a sales or engineering team now, and commit the PT PMA capital when the revenue supports it.
  • Small permanent teams. A regional business with three account managers in Jakarta may never need an entity.
  • Project work. Implementation teams on PKWT contracts, released cleanly at the end with the compensation payment correctly calculated.
  • One regional payroll. Companies with staff across Indonesia, Singapore, Malaysia, Thailand and Vietnam often park all five payrolls with one provider.

When it is not

If you are building a plant, need a PT PMA to hold licences, land or import rights, or will pass fifty staff within a year, incorporate early and use parking as the bridge. Indonesian labour law protects the employee regardless of who the employer of record is; parking is not a way around PKWT limits or severance.
