Discover
Everything begins with one private conversation, usually with the HR director or the person who has been handed the problem. What we need to understand is the trigger. Sometimes it is an inspection. More often it is quieter: a union asking questions the company cannot answer cleanly, wage floors that have compressed three grades into one, a handbook nobody has opened since the last reorganisation. We also ask what has already been attempted, because that shapes what will be accepted internally. Scope, deliverables, timing and fees go into an engagement letter, signed before any diagnosis begins.

Diagnose
Diagnosis is document work followed by reality-checking. On the audit side that means the peraturan perusahaan or collective agreement, the mix of PKWT and PKWTT in circulation, how overtime and allowances are actually calculated rather than how the policy describes them, whether BPJS registrations and contributions reconcile, and how THR and terminations have been handled historically. Each finding carries a severity rating so you can argue about priorities rather than about facts. On the pay side it means benchmarking your grades against comparable employers, measuring the compression that successive wage adjustments have created, and identifying where equity has quietly broken. Design
Design produces documents, not recommendations about documents. Company regulations drafted and ready to go to your lawyer and then to registration. Each policy change annotated with the reasoning behind it, because someone will eventually be asked to justify it across a table. An audit report where the remediation is ordered by exposure. A grade and pay structure with the workings shown and the regional wage floors built into the model, so it holds when next year's adjustment lands. Benefits proposals that sit sensibly alongside the mandatory schemes.

Handover
Closing out varies. A project ends with a working session for your HR team, help thinking through how the changes get communicated, and a documented handover. Retainer clients simply keep talking to us through the rollout. And implementation always raises something the design phase could not foresee, usually at the moment a new structure meets a real payroll. That work is picked up separately, on a day rate or a small fixed fee.

Advice and drafting is where our role stops. Decisions and implementation belong to you, which is deliberate, because a policy your own team did not put in place tends not to survive contact with the organisation. When HR consultation makes sense
HR consultation fits employers who have an internal HR function but need specialist advisory work on top of it. Three patterns we see most often.
Mid-sized employer who's outgrown ad-hoc HR
Growing companies where the employee handbook is three years out of date, policies were drafted ad-hoc by past HR leads, and compliance practices haven't kept pace with headcount growth. An HR audit + handbook revision program gets the foundation back in order before issues compound.
Compensation pressure or attrition trigger
When unwanted attrition reveals salary structure is out of step with the market - or when leadership wants to verify that the current C&B framework is competitive before the next salary review cycle. Frequently asked questions
What's the difference between HR Consultation and HR Shared Services?
One is thinking, the other is operating. Consultation ends with documents in your hands and your team using them.
Shared services never ends, by design. The payroll runs, BPJS and PPh 21 go out, THR is calculated and paid, joiners and leavers are processed, and the reporting is filed, every month, by us.
Companies usually arrive wanting the first. A few discover, partway through an audit, that the second is the real answer, and that conversation is easier once the documentation exists.
How is HR Consultation priced?
There are four arrangements. The differences matter less than picking the one that matches how bounded the work really is.
Bounded work goes on a fixed fee. Rewriting company regulations or benchmarking a set of senior grades has a beginning and an end, and pricing it any other way just creates argument.
Unbounded but continuous work goes on a retainer. This suits a company with capable HR administration but no senior adviser, where the value is in being able to ask before deciding rather than after.
Work that keeps changing shape goes on a day rate. Restructuring support is the obvious example, since every finding moves the next step.
Anything genuinely complicated gets quoted on its own terms. Several provinces with different wage floors, or an integration where who knows what is itself a constraint.
No diagnostic work happens before the fee is in the engagement letter.
How long does a typical HR Consultation engagement take?
Estimates, not promises, and here is why they move.
Three to five weeks for a health check, assuming you can get us the documents. Most of the delay in this phase is document retrieval rather than analysis.
Four to eight weeks to rewrite company regulations before legal review. Starting from an existing document that merely needs correcting is much faster than starting from a document that was never right.
Six to ten weeks for benchmarking plus a pay structure rebuild, and this is the one that surprises people. Collecting comparable local data is slow, and the model has to be tested against your real payroll and against each wage floor you are exposed to before it can be signed.
Retainers run until someone ends them, with a review at six or twelve months.
None of these become fixed dates at kickoff. Discovery finds things. When it does, the engagement letter is amended in the open rather than the timeline quietly slipping.
How do you handle confidentiality on sensitive engagements?
The output of an audit is a list of things that are wrong, written down, in a document that could be subpoenaed or leaked. Pay work is worse: it contains what everybody earns and what you propose to do about it.
Which is why nothing moves before an NDA is signed. Circulation is limited to the people your engagement letter names, and we do not reference engagements in marketing or in conversations with other clients.
Some engagements need more than that. An unannounced transaction, or separations still being considered, get a restricted team, controlled document exchange, and a project code name if that helps keep it contained.
What deliverables do we get from an engagement?
Working documents. If something cannot be picked up and used by your team, it should not have been produced.
From an audit: findings rated by severity, a remediation sequence with effort attached, and a version condensed for whoever has to brief the board.
From policy work: the redrafted regulations, annotations explaining each change, and a plan for how to announce it.
From pay work: the benchmark data at role level, an equity analysis, a grade and band structure with its workings exposed, benefits proposals, and a phased path from the current structure to the proposed one.
The standard we hold ourselves to is whether your HR director could take any of it into a room with a union or a board and defend it alone.
Can you support implementation after the advisory work?
Yes, as a separate engagement scoped after the advice lands. It takes one of three forms.
Hands-on help for a short period, priced by the day or as a small fixed fee: launching the new regulations, sequencing a band rollout, briefing your HR team on what has changed and why.
An ongoing retainer, which is what most project clients choose when they realise the questions did not stop arriving when the report did.
Or handing the operation over entirely, where the audit has made clear that the function is not viable in house. Having already documented everything, that transition is considerably quicker than a cold start.
