Most cost models for Indonesian hires get the BPJS contributions roughly right and then miss the item that costs more than all of them put together at senior level.
It is THR, the religious holiday allowance. One month’s salary, every year, statutory, non-negotiable, with a fine for paying it late. Spread across the year that is 8.33 percent on top of salary, and because it is not capped, it keeps growing with the salary while the BPJS contributions stop.
Here is the whole picture.
BPJS Ketenagakerjaan
Employment social security. Four separate programmes, three of which the employer carries alone or mostly.

JKK varies by risk classification. An office-based services business sits at the bottom of that range; heavy industry sits at the top. It is assigned, not chosen, and worth confirming rather than assuming.
JP is capped, at a maximum calculation wage of IDR 10,547,400 per month, and applies to Indonesian citizens only. That cap is reviewed periodically, so check the figure in force before relying on it.
JHT is not capped. It keeps accruing at 3.7 percent however senior the employee is, which makes it the largest single BPJS item at the top end.
BPJS Kesehatan
Healthcare. 4 percent employer, 1 percent employee, calculated on salary up to a ceiling. The employer contribution is capped at IDR 480,000 per month, the employee at IDR 120,000, which puts the underlying salary ceiling at IDR 12,000,000.
Above that ceiling, contributions are calculated on the maximum base rather than the actual wage.
THR, the item that dominates at senior level
This is the one to get right.
Who is entitled: all local employees, permanent or contract. Foreign workers are exempt. It must be paid in rupiah.
How much: one month’s salary for employees with 12 months or more of service. For shorter service it is pro-rated, calculated as service period divided by twelve, multiplied by one month’s salary.
When: at least one week before the religious holiday the employee observes. Not one holiday for everyone. Eid al-Fitr, Christmas, Nyepi, Vesak and Chinese New Year are all recognised, so a workforce of mixed faiths means more than one payment date in the calendar.
If you are late: a fine of 5 percent of the total THR owed, and it escalates from there through written warnings, restrictions on production, and suspension of business activities. Paying the fine does not discharge the obligation. Unresolved disputes go to the Industrial Relations Court.
That penalty structure is worth reading twice. It is one of the more aggressively enforced employer obligations in the region, and the deadline is fixed by someone else’s calendar rather than yours.

Two illustrative cases, for an Indonesian citizen at an office-based employer on the lowest JKK band of 0.24 percent.

Look at the senior case again. BPJS costs 6.5 percent. THR costs 8.3 percent. Once the pension and healthcare caps bite, the holiday allowance is the single largest statutory employer cost in Indonesia, and it is the one most often left out of the model entirely.
The minimum wage is provincial, and that is a structural problem
Indonesia does not have a national minimum wage. It is set province by province, with some cities and regencies setting their own above the provincial floor, and it is revised annually.
For a single-site employer that is one number to track. For anyone operating across Java, or across multiple provinces, it means the wage floor differs by location for the same role, payroll has to know which site each employee belongs to, and the annual revision lands at different levels in different places.
Budgeting a multi-site Indonesian workforce off one national figure does not work, because there is no national figure.
Four things to do
Put THR in the annual budget as a line item, not as a surprise in the weeks before Eid. At 8.33 percent of payroll it is too large to absorb unplanned.
Map your THR payment dates to your workforce, not to one holiday. Mixed-faith teams have multiple deadlines and the one-week rule applies to each.
Confirm your JKK risk classification. The range is 0.24 to 1.74 percent. Being in the wrong band costs real money every month.
Check the JP cap figure currently in force. It is reviewed periodically and payroll built on a stale number will be wrong for every employee above it.
