Scope
Confirm the role, the work location (which sets the minimum wage), PKWT or PKWTT, and the full cost of employment including employer BPJS and THR accrual.

Onboard
We issue a Bahasa Indonesia employment agreement with an English version, register the employee with both BPJS schemes and for tax, and register any PKWT with the manpower office.

Run
Monthly payroll in rupiah, PPh 21 withheld on the TER method and filed through Coretax, BPJS remitted by the 15th, leave and overtime administered, THR paid on time.

Adjust
Add headcount, convert a PKWT to PKWTT, transfer employees to your new PT PMA with continuity of service, or close out with the correct end-of-contract payments.
Employer of Record in Indonesia, run by an Indonesian employer
Employer of Record is a legal undertaking, not a software subscription. Your hire becomes our employee under Indonesian law, with every obligation that follows: a written agreement in Bahasa Indonesia, BPJS registration, monthly PPh 21 withholding and annual reconciliation, THR, statutory leave, and the compensation rules that apply when a contract ends. People Profilers has employed and paid staff across Southeast Asia since 2002 and operates its own entities in Indonesia, Singapore, Malaysia, Thailand and Vietnam. In Indonesia that work runs through PT People Profilers Services in Jakarta, staffed by people who process BPJS and Coretax filings every month, rather than a platform applying a regional template to a market it does not sit in. How our Indonesia EOR pricing works
Two transparent components: a service fee calculated as a percentage of the employee's total monthly salary cost, subject to a minimum monthly fee per employee, and pass-through statutory employer contributions at the rates set by Indonesian regulation. No retainer, no minimum headcount, and no charge for months when no employee is active.

Engagement letters spell out every fee in writing before onboarding. There is no retainer, no onboarding fee and no minimum headcount. You pay only for active EOR employees, in rupiah.
When Employer of Record makes sense in Indonesia
Three situations we see most often.
Testing the Indonesian market
Hire a first country sales lead, a customer success team or a local engineer before committing to a PT PMA, which needs a minimum investment plan, a notarial deed, a registered office and a bank account before it can employ anyone. Validate the market with people on the ground first.
Bridging entity setup
You have decided to incorporate, and the PT PMA, NIB and tax registrations will take months. EOR holds the team compliantly in the meantime, then we transfer the employees to your entity with their service continuity preserved.
Transitional and project headcount
Integration teams after an acquisition, fixed-term project staff, or a small team retained after a market exit. Situations where standing up and maintaining an Indonesian entity does not make economic sense.
EOR employs Indonesian citizens and residents legally entitled to work in Indonesia, in professional, technical, commercial and managerial roles. Indonesia has specific rules on which functions may be outsourced, so we confirm the permitted scope for each role before an engagement begins. EOR cannot be used to employ foreign nationals on work permits, because RPTKA approvals attach to the sponsoring company that employs the expatriate directly. Who is the legal employer when I engage People Profilers EOR in Indonesia?
PT People Profilers Services, our locally-incorporated Jakarta entity, is the employer under Indonesian law. The employment agreement is between the employee and PT People Profilers Services, drafted in Bahasa Indonesia with an English version.
Your team directs the work, sets priorities and manages performance. We hold the employer obligations: BPJS, PPh 21, THR, leave, working-hours compliance and the end-of-employment rules.
Who can be hired through EOR in Indonesia?
Indonesian citizens and residents legally entitled to work in Indonesia, employed at a location in Indonesia. We do not use EOR for foreign nationals. Under Indonesia's foreign worker rules, an RPTKA and the resulting work permit attach to the Indonesia-incorporated company that employs the expatriate directly, and an EOR employer cannot stand in for it.
If you need to bring a foreign professional to Indonesia, the route is your own PT PMA or representative office sponsoring the permit, and our Work Permit and Immigration team can run those filings.
Are there roles you will not employ through EOR in Indonesia?
Yes. Indonesia has specific rules on which functions may be outsourced (alih daya), so we confirm the permitted scope for each role before an engagement begins.
Our EOR engagements cover professional, technical, commercial and managerial hires who work under your direction while PT People Profilers Services holds the employment relationship. If a role sits near that line, we will tell you at scoping.
PKWT or PKWTT: which contract will my employee be on?
It depends on the role. Indonesian law limits fixed-term PKWT contracts to work that is temporary by nature, capped at five years in total including extensions, with a compensation payment when the contract ends.
Continuing roles belong on an indefinite PKWTT, which can include a single probation period of up to three months.
We advise on the right form at scoping, because putting a permanent role on a PKWT creates exposure later, not savings.
Which statutory contributions and taxes are included?
Employer contributions to BPJS Kesehatan and to the four BPJS Ketenagakerjaan programmes for private-sector employees (JHT old-age savings, JKK work accident, JKM death benefit and JP pension), remitted by the 15th of the following month, and monthly PPh 21 withholding on the TER method with the December reconciliation and annual 1721-A1 slip for the employee.
Employee-side BPJS and tax deductions are taken through payroll. Everything is itemised separately from our service fee.
How is THR handled?
THR (Tunjangan Hari Raya) is a statutory religious holiday allowance of one month's wage plus fixed allowances for employees with twelve months' service, pro rata from one month, paid at least seven days before the employee's own religious holiday.
We accrue it monthly in your cost estimate so it never arrives as a surprise, and pay it on the statutory timetable.
What is the minimum wage, and which one applies?
Indonesia sets minimum wages annually at provincial level (UMP) and, where issued, at city or regency level (UMK) and sector level (UMS). The rate that applies is the one for the location where the employee actually works, so a Jakarta hire and a Bekasi hire on the same role can carry different floors.
We confirm the applicable rate at scoping and again each January when the new rates take effect.
What happens when the employment ends?
That depends on the contract form and the reason. A PKWT that runs to its end date carries a compensation payment based on length of service. Termination of a PKWTT triggers severance pay, long-service pay and compensation of rights under the current termination rules, calculated on base salary plus fixed allowances, with the multiples depending on the ground for termination.
We calculate the correct figures, document the process and invoice the amounts at cost.
Can I transfer EOR employees to my own entity later?
Yes, and clients often do once their PT PMA is operational. We coordinate the transfer so the employee's service continuity is preserved, complete final payroll and statutory filings under PT People Profilers Services, and hand over the personnel file.
There is no transition penalty. The EOR engagement ends when the employee moves across.
